Bug description: Aura of Mercy enable PvP when you are near allies with PvP ON, unless they're injured, when you have PvP OFF.

How it should work: Aura of Mercy shouldn't heal allies with PvP ON, when you have PvP OFF.

I know this issue too but rarely use mercy, still it's already reported.

From what I can tell it's not game breaking only affects you open world and not in dungeon/raids therefore low priority.
