[DUPLICATE] [Paladin][Retribution] Legendary Final Verdict

Bug description: The legendary should activate and reset the cooldown of Hammer of Wrath, regardless the fact that you have Wings up or the target HP is under 20%. The proc shouldn`t be based on these 2 scenarios. If one target is 100% HP and you use Final Verdict without wings, you should still have the 15% chance to proc Hammer of Wrath and make it usable on your target.
I tried on target dummy, and after 50 Final Verdicts, I haven`t got any proc of Hammer of wrath, I went in 1 m+ and 2 torghast and I haven`t received any proc for HoW.
It does work a part of it, if you have Wings up it will proc the part with the reset of cooldown, but after your Wings are gone, you won`t get any proc.
Proof: Below you`ll find my count of Final Verdict, I know that isn`t very relevant to prove that there is a bug, but you can try yourself.
The 2nd proof is from Retail at 1:56 he got this proc w/o that 2 scenarios that includes Wings or target under 20% hp.
