Bug description: After strating to put points in this trait, Penance no longer fires the third ball.

in 7.2.5 there was this bug about penance and borroweed time
beside that, on the ptr, all the channeling spell have problem with haste, so maybe that is the problem

Duplicate, this is a known issue both on 725 and 735
