Bug description: Mind Blast has a flat 15 second cd and can't be reseted with voidform or anything.

I have the same problem Mind blast no proc stays in 15s
it needs to be fixed so it can't be played

We're aware of this issue and it has been pushed back for fixes, I'll reject the bug as it is duplicated internally.
