[DUPLICATE] Quest bug: Foraging for Fragments

Bug description: This quest doesn't work: Foraging for Fragments
Proof: There are no fragments on the ground, the quest giver doesn't walk around the area and point out the "ash" where fragments could be buried. He just appears at the end where we are to turn in the quest. I have run all over the area looking for ash and fragments, there aren't any.
