[DUPLICATE] [Rogue] outlaw artefact trait Fortune's Boon

Bug description: adding some info for https://trello.com/c/Toc5422U/367-rogueoutlaw-adrenaline-rush.

This trait acts like 1/4 even if you add more traits , it just visually bugs the cooldown of adrenaline rush, adding relics for that trait doesnt seem to work either.
The time between resetting adrenaline rush and actual reset of adrenaline rush is 21 seconds. that is the 3 trait difference shown on https://www.wow-freakz.com/spells.php?spell=202907&name=fortune-s-boon
also, Adding traits into fresh artifact allows you to add only 1 trait into fortune's Boon , you have to relog to add rest. but the CD wont reduce, only visually

Proof:

Tested on my rogue with and without artifact, adrenaline rush works fine as long as there is no more than 1 trait on fortune's Boon.
