[DUPLICATE] [StormHeim] Where Dragons Rule + many other quests

Bug description: The quest "Where Dragons Rule" and any quest started or finished with the NPCs that should be in this area can't be start or completed. They were there 2 days ago and now they're not. Many other players have this issue. It's happened to me before with other quests in Legion. Please fix this issue asap. Thanks!

PS: emptying cache doesn't solve it!

It happens with other quests in Stormheim, many players face same issue, npc vanishes. Delete cache and turn off addons doesnt help!
