[DUPLICATE] [Stormheim] Vethir, quest reciever not appearing.

Bug description: Quests are fine, but the receiving end is nowhere to be seen, many players that are trying to continue the questline, can't do so because the dragon "vethir" is nowhere to be found at the location marked on the map and even where we receive the quest he is not there.
I have waited a good hour since the making of the video proof and the dragon has not appeared.

Did you try deleting cache and retaking the quest?

It's not a matter of me not being able to see the dragon as if it's a problem on my side, but people who are going there end up not seeing the dragon, I stayed there waiting for people and asked them if they could see the dragon, which every single on of them answered no.

And apparently the only solution to this is a server restart where all the mobs revive and go back to their original spot, which I know because yesterday, I logged in to check after a restart on the server, and behold, the dragon vethir appeared, but soon after I logged out because it was late, and now i'm logging back in to continue with hopes of it still being there, but again the dragon it nowhere to be found, I keep waiting there and asking people if they see the dragon, if maybe because i'm in another phase that I can't see him, but they still say no....

and yes I have tried deleting Cache, and retaking the quest as it shows in the video proof.

Can confirm that players are having issues with the visibility of this NPC, most likely due to phasing.
