This quest is not available until a bunch of quests are done, starting with Feline Frantic - https://www.wow-freakz.com/quest_helper.php?quest=41452.
However quest Feline Frantic is also bugged, and not available right now (https://forum.wow-freakz.com/Suramar-Feline-Frantic-t464783.html); so, I don't have idea why do you think that this quest would be available if you haven't even checked prerequisites.
