Bug description: At the beginning of the encounter the artifact should have a very high chance of proccing the first 3 Tormented Souls.
" Ulthalesh now has a greatly increased chance to generate the first three Tormented Souls at the beginning of a raid encounter."

The mechanic works correctly, it doesn't have to be changed, however the value is wrong. I've tested You only receive 1 soul upon starting the encounter. Proc chance should also be modified since it only needs a "Greatly increased chance" as Lemon have mentioned in the above topic.
