[Demon Hunter][Havoc] Fel rush

Bug description: It's already explained in link below and I want to complete that it's also consume 2 charges when you press only one time (I mean here for people who use keybinds and not clicks). It happens a lot lately.
An important insight: this bug is crucial for DH in PvP and PvE because it kills the entire mobility of this spec and the primary advantage of this class is mobility, please if you may want to reconsider that is not a simple bug for DH and is a gamebreaking one for this class - > https://trello.com/c/m3mKCW4l/404-demon-hunter-havoc-fel-rush Thank you in advance.
