Bug description: Consuming soul shard does not give the buff
Proof: https://imgur.com/a/pnvmnOv On the screen you can see https://www.wow-freakz.com/spells.php?spell=207387&name=painbringer which is also given by soul fragmment consumption, but no tormented buff

You know the 2 set is a debuff right ? The screen shot you provided only shows your buffs , so check the target's debuffs to see if it really is bugged ...

Confirmed, ToS 2P doesn't work for Vengeance.
