[Druid][Restoration] Frenzied regeneration hotfix missing

Bug description:
this hotfix is missing for resto druids (possibly for balance druids also - haven't test that yet):

Quote:

Frenzied Regeneration now heals 25% of incoming player damage in the last 5 seconds, (was 50%) for all specs except Guardian.

note : it was also changed for Guardian druids in a folowing hotfix so it should be basically 25% for all druid specs.

Confirmed, and also confirmed to be true in other specs, the March 30th and May 8th hotfixes are missing for Frenzied Regeneration.
