[FIXED] [Druid][Restoration] Ysera's Gift vs druid mastery

Bug description: It gets increased by resto druid mastery

So it gets increased.

But it shouldn't

Video is from 7.2.5 but the spell wasn't changed .
Druid has 4.644M HP and you can see throughout the video that Ysera's gift always heals for 139320 when there is no heal reduction (mortal strike effect) on the receiving target. Regardless of how many hots are on that target.
0.03 x 4.644M = 139320

The quality is pretty low but here are some screens:
