[FIXED] [General] Mana regen

Bug description: Not sure about healers, for for all the dps/tank specs i've played (balance,windwalker,guardian druid, ret paladin) mana regens seems to be too low. Currently it seems to be 1%, or even less, per second. It was hard to find information about mana regen for dps specs, but I found this thread: https://us.battle.net/forums/en/wow/topic/20742484776
It claims that mp5 should be 44000, not sure if it's true for dps/tank specs but im sure it should be more than the few thousand mana/sec it is now.

Proof: Some random youtube video about a ret paladin in arena, watch his mana after he casts heals etc:

Skip to 00:50 or something on the video, that's where he is at low mana and you can take a good look at the regen.

Also, every non-healer spec has the same base mana and I believe the regen should be same for all too.

EDIT: I might have found the problem.
Every spec should have 44000 mp5 at lvl 110, but instead all the classes have 4% mp5 which is true for only healers (44000 = 4% of healers mana)
So basically you've put a % based mana regen for all the specs which kind of screws dps/tank specs up.
