[FIXED] [General] Spells consuming buff while being channeled.

Bug description: Shadowy Insight and similar effects consume the buff if you were casting the spell while you got a proc.


It is the exact same problem there was back in MoP https://forum.wow-freakz.com/Druid-Balance-Spell-Shooting-stars-proc-consumption-t364367.html relevant post.

Proof: I will record a video tomorrow if necessary.

Good news: this is finally getting fixed all the auras that modify the Casting Time of a spell will now only proc if it was present BEFORE the casting started (meaning procs like Lava Surge, Shadowy Insight, Backdraft, Warrior of Elune, Brain Freeze, but even spells like Presence of Mind and Stormkeeper won't anymore get consumed if they procced during you were casting the affected spell)

Update: I uploaded the fix, but it's not going to be live until the next restart (and the server is up since 12h now, so I don't want to ruin the streak with a manual restart). Please test it after

Update2: Fix is now live (waiting for Shocker to accept a last fixup for Shadowy Insight, as it doesn't work properly right now, but will work after)
