Bug description: Stampede cannot be used on low level targets (Gray level targets)

Tip I've read on many forums is that. All damaging spells should be able to be used on any killable target. There shouldn't be any restrictions in that term. No matter the class, no matter the spec, no matter the level.

My question is kinda pointless but...but....WHY IN THE WROLD WOULD YOU WANT TO USE STAMPEDE ON A PLAYER UNDER 90?
