Bug description: RPPM does not scale with Haste as it should, thus resulting in lower performance

5 min hitting the dummy = 5 procs = 1 PPM proc chance, and I am running 30% haste, and while bursting (Unholy frenzy + Vision of demise trinket + Overwhelming power stacks) I go close to 100% haste which should translate into 2 RPPM.
