@Best comment on Item : This trinket always procs whenever a party or raid member in your vicinity dies.

Furthermore, its buffs stack, meaning that you can get both haste, mastery and critical strike buffs in one sitting, making it especially powerful in unfortunate situations.

As it is greatly affected by surroundings (its proc chance is quite peculiar, I've seen it proc in strange moments such as when enemies cast spells or even when NPCs spawn) the sum of the uptimes of its three buffs has varied for me between 20%-60% depending on circumstance.

It tends to proc the most in raids.

It is, indeed, one of the better-to-best trinkets in the game.
