- this proves it DOES scale with agility , as for the procs , i can confirm that . I've tested this with a cooldown command , and while spamming the spell i did notice several times where the debuff didn't get renewed , i think you can see it in the video provided aswell , towards the end . ( ~0:48 )

I pinpointed the problem, the problem is that if you cast Stormstrike at max Melee range (5 yards) it will not refresh it, but if youre 3 yards away, it will.

Eitherway it should proc always if the Spell connects to the target, and as for damage, it properly scales. Only refreshing the Debuff is bugged.

Confirmed.
