[FIXED] [Mage][Frost]Brain freeze proc delay

Bug description: It's a quite complicated mechanic but very important for frost mage pvp burst.
practically if you have a brain freeze proc and you get another one on top of that.. let's say from Ebonbolt.. there should be a slight delay between them.

Previously, the Mage had to be about twice as far away.
