Bug description: I saw this report on confirmed section about glacial spike missing some damage but the op -forgot?- to mention a crucial hotfix that came with that. That 17.55 coefficient in simcraft mentioned in the other report is the result of this 27th june hotfix that increased base damage by 50% but fixed a double dipping issue on the stored damage of icicles.

Basically before this hotfix, the stored damage of icicles used in the glacial spike formula were double dipping on % damage buffs on the caster, like icy veins. First they benefited from the increased damage of frostbolt, and then they were buffed again by icy veins (in this example) when used in glacial spike. This hotfix made it so the icicles stopped benefitting twice from such buffs and so they upped the base damage of glacial spike to compensate.

I did some glacial spike tests two days ago and i managed to pull off a 21 million glacial spike crit on the boss dummy during icy veins in orgrimmar (with arcane gear on), with only 50% mastery (which is low for glacial spike spec). I didnt screenshot it but i have a few people that can confirm it as i linked the insane crit to them from Details! and will ask them to reply here if necessary.
So unless you want to start seeing 50 million glacial spike crits (which im sure nobody wants), you should fix this report at the same time with that other one
