[FIXED] [Monk][All] Spinning Crane kick issues

Bug description:

1. Doesn't put monk in to combat. It should put monk in to combat.

2. Gets interrupted by chi torpedo / roll. It shouldn't get interrupted by chi torpedo or roll.

Freakz Demo:

You can see me actively attacking priest while still being out of combat

You can see that after chi torpedo crane kick stops functioning.

Proof:

1. Spinning crane kick doesn't have a non combat triggering attribute in it's database.

Confirmed. Actually got Sapped by rogue when I revealed him with my crane kick. Pvp game breaking. At Wits' End

Confirmed.

1. Crane kick doesn't cause combat when it should.

2. Crane kick must remain if roll or chi torpedo
