Bug description: As you can see in some image, the mastery procs a lot of Healing Sphere at 14.50 mastery.He must procs maximum 2-3 5 at 14.50%, not so much.Healing sphere ignore your mastery(14.50) and procs from 100% mastery.In this video you can see how normal procs Healing Sphere.It is an example

Could be good RNG. Also 100% mastery means you get 1 sphere every time you cast a heal. Does that happen?

Also the tooltip chance is base chance, not all spells have that chance. Since Mist has tons of spells and HoTs, each has a multiplier. This is what I found for 5.3-5.4. I'll search more.
 Renewing Mist: 0.15
 Chi Wave: 0.25
 Zen Sphere (Periodic): 0.25
 Zen Sphere (Detonate): 0.15
 Chi Burst: 0.15
 Soothing Mist: 0.3
 Soothing Mist (Statue): 0.15
 Enveloping Mist: 0.2
 Uplift: 0.25
 Revival: 0.15
 Eminence (Self and Xuen): 0.2
 Eminence (Statue): 0.1
 Chi Torpedo: 0.15
 Spinning Crane Kick: 0.1

Also found them on a different Freakz Fixed thread. The new values from wowhead are higher and in 6.0.2 the values were increased.
Also found a thread from 5.4, but the image with the scalars is gone, though I found this: (so the values are good)
the average would actually tend to a number between ReM and uplift's scalar so between 0.15 and 0.25)

So if there's a bug, the multiplier is. Maybe all spells have the tooltip chance and considering you do a lot of heals, that would mean a lot of spheres.

Almost every Soothing Mist tick gave me a sphere.
Mastery should have these scalars for each spell so they don't create too many spheres.

Fixed, we had too high multipliers for each spell (probably the WOD ones), updated with the chances posted here
