Bug description:
Cooldown calculation uses Wrong formula...

simplified CD formula is:
cd=base cd * (1-haste)
while in retail is:
cd=base cd / (1+haste)

and the haste value is:
haste = total haste / 425

BL coefficients works properly

for GCD, crusader strike, judegements,... Base CD's are 1.5, 4.5,6,... and haste capped CD's are 1,3,4 secs
(it is obvious that GCD will be capped at 50% haste to 1 sec)

if you read this topic you will see everyone knows that the haste cap is 50% (21250), but here it's 33% (14165).
(in ret paladin topics they say 40% haste is cap, tot 4pc ret set bounes, you won't need additional haste

as you can see below, my haste is capped at 14165 points (33.33%), (crusader strike cd is 3 sec, so GCD is 1 sec)

i tried to hide this bug because Retri was so weak, but retri is still so weak... and prot and holy paladins are everywhere
