[FIXED] Paladin [All Specs] judgement of light flagging for pvp

Bug description: Casting judgement on a target such as a world boss will heal people that hit the target. This part works fne. But it will also flag you for pvp against them if they are from the opposite faction. I cannot do WQs on my paladin without constantly being flagged for pvp! Please fix! Reported earlier in https://forum.wow-freakz.com/PvP-PvE-Spell-PvP-Flag-Triggers-t513924.html but providing proof

I am not in a party with this opposite faction guy Pivopija. My judgement healed him as seen. And I am now pvp flagged.
