[FIXED] [Paladin][Holy] Power of the Silver Hand

Bug description: Power of the Silver Hand should accumulate bonus heal only from effective healing. + Power of the Silver Hand shouldn't accumulate bonus heal from Holy Shock, Aura of Sacrifice and Lay on Hands at all.

This is one reason why overflowing is such a nightmare as paladin.

In general this 10-20m holy shocks are 90% overhealing and dont give you real heal increase anyway.

Update: I wont put this to confirmed yet. I can't find proof for the excluded spells you mention.
Looking at this askmrrobot function it works currently exactly the same:

It just says trigger on spell dmg or spell heal while having the buff, no exclusions.
I suggest someone tests this on retail, they didnt change this trait anyway (only ppm).
