[FIXED] [Paladin][Retribution] Justicar's Vengeance Stun +100% Instead of +25% Bonus Damage PvP

Bug description: Justicar's Vengeance currently deals +100% additional damage in PvP instead of +25% on a stunned target.

Causes this to happen, ungeared Ret with barely any traits. 1.03m crit and 687K non-crit.

This was apparently fixed previously here: https://forum.wow-freakz.com/Paladin-Retribution-Justicar-s-Vengeance-t463460.html but the bug is back. Also in the previous fix it was nerfed to 50%, even though it should be 25% as showcased above in the hotfixes.

there is so much delay for using that spell that it is hard to hit even one when the target is stunned

however this should be fixed asap i also crited players in bg for 1.2 mil ..
