Scarlet Monastery is not a sanctuary , the pvp is on.

Proof : "I had some of the candy buckets marked as already visited from last year in regards to achievement so I didn't visit them this year, just going to the ones I missed until I got them all and got the achievement for Tricks and Treats. Afterwards I went to the ones I didn't visit this year (but did visit last year) and found they had reset so I could loot them again for loot and xp. If next year your character is marked as having done the achievement, that alt might still be able to get treats and xp from the buckets unless Blizzard changes that."

There's currently a problem with Headless Horseman and you won't be able to fight him for now.

Spawned event related npcs in Durotar - Razor Hill - & Elwynn Forest - Goldshire -, plus the missing npcs for Horde in Orgrimmar.
Added missing quests to npcs / gameobjects + fixed some quests (server restart is needed on both realms).
The event vendors were spawned, but they are not scripted.

Sleep has overcome me, so more tomorrow / today (depends on how you see it) and in the weekend. As always, remember that is is only the first day of a 2 weeks event. Thank you for your understanding.
