Bug description: When you Lava Burst a target, Flame Shock will spread to a nearby target like it's supposed to, but somehow you will not be in combat with the npc/player, even though the dot damages it.
Repeatability: 100%

Confirmed. Flame Shock will get spread to things you are not in combat with and will not pull said mobs.
