DISCLAIMER: I wasn't sure this was really a bug, I was confused. Treat it as a suggestion if you will.

Bug description: Isn't applied once you hit valor cap.
Proof: -/-
Alright, Blizzard added this in patch 5.0.5 I believe (don't quote me on this, I am not very sure), once you would hit valor cap on a character all other characters would recieve 50% additional valor. It doesn't work at the moment, I didn't recieve any bonus valor from RDF's and Raids. It would greatly help players gear their alts faster. You can read more about it on WoWHead's comment page.
