Bug description: Healing not affected by mastery.
Proof: http://imgur.com/C1LDZWM - It should heal 23.76% of my hp, but it heals ~16%
http://imgur.com/lkzvzDJ - Even though I reduced my mastery by 4%, it heals the same amount (72k - ~16% - HP stood the same)

Chaos Bolt & Shadowburn should also benefit 100% from mastery and they doesn't.
