Bug description:sharpen blade is supposed to decrese healing taken by 70% instead of 50% and storm of destruction is supposed to reduce bladestorm's cooldown by 33% instead of 50%

From what I can tell it was 50% on the PTR during 7.1.5.23178 and then changed to 33% when it actually launched on the live realm with patch 7.1.5.23360? I'm not entirely certain either.

why isnt this confirmed yet https://www.wow-freakz.com/spells.php?spell=198817 (wowhead link) mouseover sharpen blade in 7.1.5 patch u'll see that it should reduce healing by 70%

if the hotfixes are actually live on foreakz then why arcane mage overpowerd talent gives him 70% more dmg in pvp same for unstable magic explain

Sharpen blade was hotfiexed later on in tha patch to 50% and it remained this way ever since.

but it seems the second part of your post is correct. Storm of destruction should reduce bladestorm cooldown by 33% instead of 50%

In regards to Overpowered. It has a pvp multiplier that becomes active in instanced pvp.
