Getting the quest again problem....

I accidentally abandoned the Starting/FIRST quest on the Scouting Mission Map for Stormheim, is there a way for me to get it back again?

I tried going back to the scouting map...nothing..

I've tried deleting my cache and relogging in but i can't take it up again..

is there a way for me to get that quest again..?

As for your problem - Make a GM ticket ingame, explain the situation and ask the GM to give you the quest again.
