Havoc Demon Hunter hidden artifact appearance question

Hi, I would like to know if the mob named Downfall do spawn in this server and do you need the item Candrael's Charm in order to see that mob? I'm asking as I want to get my Havoc DH hidden artifact appearance. Thank you!

Edit: I saw the NPC, but any idea how to get the NPC down? I've talked to the Candrael Twinshadow NPC but it does nothing.

Go to Highmountain,just where Frosthoof watch is.Open map and aim down at the Suramar place wherr it spawns and just glide down,that's how I got mine.Keep in mind that you have to stay in Downfall's vorteh though,cause if you fall down you will have to go glide again.Good luck

Not even sure if this even worked tryed 10 times still kept falling when fighting him.

You need to stay in the vortex Downfall casts around him.At some point of the fight he'll push you away,jist use your glide to get back on him.
