[Hunter][Survival] Flanking Strike not working properly in PVP(not dublicate)

Bug description: Flanking strike doesn't increase pet or player damage if the target is atacking player or not.Pet damage is not getting increased in PVP and PVE,there is a report about that,but in PVE at least player damage is getting increased if the target is not attacking him.In PVP even player damage doesn't get increased.
