Bug description: You can get the item but it doesn't give you the buff
Proof: The cast on the item works but you don't get the weekly buff that it should give you

I am not buying it from an AH again. You cast the item for how long it is casted for and the cast ends, but you dont get the 1w buff.

Confirmed, you do not receive the buff even when targeting a specific boss in ToS
