Bug description:
Classic tint 3 should be unlocked when the quests are complete, but you can see in the screenshot that tint 3 (purple) is still locked.

Tint 3
Requirement: Recover Light's Heart and bring it to the safety of your Class Hall.

Acquisition: This requires you to complete the following quest chain: A Falling Star, Bringer of the Light, Light's Charge

Hello erecura,

You need to complete the questchain on our server.

It's a custom but intended change, we want you to experience the questchain since our developers have spent a lot of time implementing it, we wouldn't want you to just acquire Light's Heart, then don't even bother with the rest of it.

Okay, I misread the response earlier, I got it now. From Sarah:

On retail you just had to recover Light's Heart and you got the artifact appearance, but the actual quest chain is much longer than that. Here we require you to actually do it.

Might I suggest the devs change the tooltip for the purple tint when they have time? That might clear any confusion up.
