[Item] The Deciever's Grand design absorb shield bug

Bug description:
When you use this item's on-use ability, it gives your friendly target a buff, called Guiding Hand (https://www.wow-freakz.com/spells.php?spell=242622 (wowhead link)).
When the friendly target, who has the buff, falls below 35% HP, he is supposed to be granted a shield.
The absorb shield buff that is applied if the target falls below 35% HP is called Fruitful Machinations (https://www.wow-freakz.com/spells.php?spell=242623 (wowhead link)).
Currently, the trinket's shield mechanic only works if you use the buff on yourself. If you use it on another friendly player, the absorb shield is never applied and instead, the Guiding Hand buff persists.

The first screenshot clearly shows how my friendly target has fallen below 35%, yet the absorb shield was never applied to him and instead the Guiding Hand buff has persisted.

The second screenshot shows how I have fallen below 35% and the Guiding Hand buff has been consumed to grant me the Fruitful Machinations shield buff.

Additional Information: The shield that should trigger if you fall below 35% HP is not triggering. In my video proof I erased his HP from 64% to 10.9% and the absorb shield did not get applied. It only gets applied if you are below 35% and then take damage.
