Description: Quest cannot be completed, but shouldn't be in-game anymore anyway. It was removed with Cataclysm. The quest order should now start with "Falling to Corruption" with her still offering "Threat of the Winterfall" as an optional quest.
Proof: Your link is proof enough that nobody was able to complete it. Read the comments for http://www.wowhead.com/quest=28462/winterfall-firewater . A GM answered a player, and said the quest was removed with Cataclysm.

(This currently blocks players from completing Winterspring quests, because they can't complete this one, and can't get the next one. =/ )

Confirmed, the firewater-bottle disappears upon accepting the quest, and thus cannot be used to turn in at Donova Snowden.

Confirm , and if you Not accept the quest you don't get an second one , so you have a quest and a dissapeared firewater

and the Winterfall Runners don't drop a crate without completing this quest
