Achievement [A frightening friend] - Hallow's End event doesn't work. Pepe is spawned in garrison but the achiev is not completing when clicking on Pepe.

Issue : Suramar's WQ are available at any given time after completing Uniting the isles quest instead of showing up once the achievement is earned.

Bug description: NPC isn't spawned anywhere. Check the database. I've only found one.
