Legion-Argus questline start for alts.

My main character has full access to Argus but none of my alts in this account do. The start quest of this questline does not pop up for any of them and, apparently, the MPCs who could give you the start quest are not where they are supposed to be. Any ideas? Thanks.

Were your alts created before or after the BFA got launched since currently Argus is not unlockable right now.
