Bug description: Even with the critical strike cap for Shatter, you will not deal all critical strikes with Flurry and/or Ice Lance / other spells which benefit from Shatter.

With the removed Critical strike suppression, the Shatter crit cap should be at 33.34%

They claimed it was fixed here so im not sure why the problem persists. Perhaps the training dummies still have the suppression in effect and only real raid bosses have had it removed. Lets wait and see what dev has to say about it.

I tested it in a Nighthold Heroic (Elisande / Gul'dan run) and here is what happened.

Flurry does have 100% chance to crit with shatter but you must realize that first flurry hit has to apply
Winter's Chill which is needed for shatter in the first place thus first hit is not affected by shatter. Its blizzlike behaviour.

U can check any log but I am sure that every mage with 33,34% crit will have flurry crit chance around 80% crit chance.

What about ice lance? Have you checked that? It should be undisputable, if ice lance crits are 100% (assuming you shattered all of them) then it works ok and nothing is wrong.

I dont see any proof in post that ice lance doesnt have 100% chance with shatter. I just wanted to explain that part with flurry.

Ice Lance has no issue with the Shatter effect. I tested Flurry once again on the target dummies (up until 102 Flurry hits) and these were the results (a bigger distance from the target) even though I doubt that the distance should have anything to do with it: https://imgur.com/BpPkW5e

Last test I did (from max range of Flurry = 40 yards) and all of the hits resulted in a critical strike. I noticed that there is a slight window in which Winter's Chill is applied prior to the first Flurry hit.

I never had issue with Flurry critical strike, maybe it occur rarely. About Ice Lance, be sure that non-critical hits aren't fews lance casted without Finger of Frost or non-frozen target. With an high haste sometimes it happen.

As I mentioned in the last reply, it is due to the distance between you and the target. The further away you are, it will most likely crit because Winter's Chill is applied a short window before the first Flurry bolt hits.

So basically, nothing is wrong. Flurry had the same behaviour on retail as can be seen on logs and icelance will now guarantee a critical strike if shattered at 33.34% crit chance.

Not all flurry hits will crit, as the first hit of every flurry cast will hit without the target being frozen.
That would result in 2/3 of them being guaranteed and the other 1 being 34.44% crit chance still.
