I would really like make videos about bugs on freakz but I'm limited by PC. Whenever its possible I provide screenshots as proof. I apologize to everyone for a lost minute of their life time by testing this bug.

Confirmed, tested. This was an issue before and it got fixed, but it appeared after the recent fix linked below.
My hypothesis is, by making ice lance proc thermal void's effect only on hit, it also treats the secondary ice lance from splitting ice the same way.

Ice lance: https://www.askmrrobot.com/wow/theory/mechanic/spell/icelance?spec=MageFrost&&version=7_1_5_23420
Thermal void: https://www.askmrrobot.com/wow/theory/mechanic/spell/thermalvoid?spec=MageFrost&&version=7_1_5_23420

As you can see, only cases it should actually increase icy veins duration is if it's IceLanceFoF on any target or IceLance on a target with the Winter's chill debuff (Thermal Void does not whitelist IceLanceCleave, the splitting ice part of ice lance)

Recent fix (Thermal void on hit, not on cast): https://forum.wow-freakz.com/FIXED-Mage-Frost-Thermal-void-should-increase-icy-veins-duration-on-hit-not-on-cast-t520442.html
