Bug description: Ice Floes does not lose a charge when spell is cast. It loses a charge only when it hits a target. It should lose 1 charge even if the spell misses on target, resists or if the target is immune.

Proof:
Freakz: Ice Floes does not lose charge on cast and does not lose charge if miss/resist/immune.
