Bug description: Item doesn't drop by NPC in any difficulty except mythic+

The Loot sections doesn't have this item registered
According to wowhead, this quest item should drop on Heroic and Mythic mode https://www.wowhead.com/quest=46680/the-thread-of-starlight#comments

I can confirm that i did CoS mythic 0 on Wednesday or Thursday (can't remember correctly now) and the item didn't drop for me. I made an ingame-ticket and got told to clear my cache, be the only one in the group with the quest and disable addons, then try again friday after the reset. So i did all of the said steps and tried again friday, still no item drop for me.
I made another ticket and got a very strange response: "if you have problems finding NPCs/Items etc use the Freakz Database". I thought well i don't have problems finding it, it just doesn't drop, so i made a 3rd ticket and the final response was to make a thread about a bug report if not already available.
Now that i've come across this post, i thought i'd share the bug here since the thread already exists.

Edit: Just to be sure i tried it on heroic difficulty, too, but still no item drop for me.

Confirmed, these items will not drop on any difficulty below mythic+, while they should drop on all difficulties.
