[Monk] [Brewmaster] Hot Trub dealing low damage

Bug description: I did some calculation based on the numbers in the spells, and it seems like the PVP Honor talent "Hot Trub" is dealing way less damage than it should. To maximize its damage, I used Elusive Dance talent. With that, I should be able to purify 64% of stagger damage.
Hot Trub is supposed to deal 30% of the purified amount as damage to all enemies around the monk. This makes up a total amount of 19.2% of staggered damage (0.64*0.3=0.192).
At practice, I tried to only purify at moderate-high levels of stagger, and here's roughly what I got
2m stagger -> 21k dmg to each player (supposed to be 400k)
1m stagger -> 12k dmg to each player (supposed to be 200k)
This is way less than the intended amount. Thus, I think that something might be wrong.
My guess is that the spell is using the stagger per 0.5 second amount instead of the main stagger amount.

I remember this wow freakz hotfix, it was there in 7.2.5, but that doesn't change the fact that hot trub damage is too low
