[Monk] [WW] Xuen, the White Tiger damage is too low?

Here's a few pics of Xuen doing 2-3% of my total dps, which is incredibly low for a 3minute offensive cd. Both the target dummy and boss fight spanned across 8-9 minutes, which means about 2 full duration Xuen's popped at maximum AP values.
Static AP for target dummies is 57k while in the raid group it was around 60k.






Now it's hard to find a video that shows Xuen doing % dps of total on a recount, however there's plenty in the original topic. but pre-fix on Freakz it would easily do 20-30%. Obviously since his AP inheritance was at 100% he was doing way too much, but now he's almost irrelevant. This is the kind of damage he should be doing in PvP.
Feels like he's scaled to 10% instead of 33%.


Above you can see his crackling lightning sits at 28k in the tooltip, but barely hits for 9k on the dummies.

I can confirm this. I am a Windwalker main and this is really making me angry. Xuen on Retail was by far the best talent, monks on aoe fights sometimes didnt even want to take Rushing Jade Wind. Please fix this!
