So I was wondering is it allowed to create a Class Trial Character ( Orc for example ) and go and buy the starting orc mount the wolves and delete the character so you don't have to farm Rep with every race so you get all starting mounts ?

Hello. I think that you will not receive the mount on your other characters. That's how it works for transmogs at least, which are also account-wide, so I'm guessing it goes for mounts as well.
