[Multiple][Talent] Talent swap while on cooldown

Bug description: You can change talents even if they are on cd with makes some classes have a higher burst (for example shamans : Spec in to primal elementalist, activate it, respec in unleashed fury -> go crazy). You should only be able to change talents if they are NOT ON CD.
Proof: Easy to test ingame.

It's also worth mentioning that if you switch off a passive talent (Sanctified Wrath for example for Paladins) all associated buffs should be immediately removed.
PS - Don't try it, it got fixed.
Currently affected spells:
Dream of Cenarius, Incarnation, Heart of the Wild, Execution Sentence, Sacred Shield, Light's Hammer, Stone Bulwark Totem, Primal Elementalist.

confirmed. If you have a talent on cd you shouldnt be able to change that talent
